Bucharest’s real estate market is experiencing notable shifts, characterized by fluctuating transaction volumes, evolving price trends, and new developments reshaping the city’s housing landscape.
Market Trends and Price Dynamics
In early 2026, the residential sector witnessed a decline in transaction volumes. Specifically, apartment transactions in Bucharest decreased by 18.6% in the first two months compared to the same period in the previous year. Despite this downturn, property prices have continued to rise. The average asking price for apartments reached €2,214 per square meter in January 2026, marking a 16.8% increase from January 2025. This trend underscores a market where demand persists, even as the number of transactions diminishes.
Supply Constraints and Development Pipeline
The supply side of the market has faced challenges, with new housing completions in 2025 dropping to their lowest level since 2017. This reduction is attributed to a limited number of building permits issued, totaling only 4,013 in 2025—the lowest in five years. Despite these constraints, the development pipeline remains robust. Notably, Redport has launched Phase IV of The Level Apartments project in the Străulești–Petrom City area, adding 202 premium apartments to the market. Additionally, One United Properties continues to expand its portfolio with high-end residential projects like One Cotroceni Park and One Lake Club, contributing to the city’s evolving housing landscape.
Buyer Preferences and Market Outlook
Buyers are increasingly weighing the benefits of new versus older apartments. New constructions offer modern amenities and energy efficiency but come at higher price points. In contrast, older apartments provide more central locations and larger living spaces at relatively lower costs. This dynamic influences buyer decisions, especially in a market affected by rising mortgage costs and interest rates. Looking ahead, while transaction volumes may continue to fluctuate, the sustained demand and ongoing development projects suggest a resilient market poised for gradual growth.
